When you install Red Hat 7.1, it automatically installs openssh, unless you did a custom installation you will need to remove that version first before preceding with the installation of ssh 2.3.0-2.
Do search for installed ssh clients
It should return something like this:
To remove these type the following lines one at a time.
You are finished installing the ssh clients. The installation does not start the ssh daemon. Either reboot or run the command:

Assuming Red Hat Linux compatible and trying to configure...
Please make sure you haven't specified sshd in /etc/rc.d/rc.local
If you already have sshd running, you should restart it or reboot.
