You have a UVa Email for Life account, so you can use that same email password (which is your Permanent UVa password) to log into NetBadge for other tasks like requesting an official transcript.

NetBadge is not a UVa computing account in itself. Instead, it verifies your identity as a valid user of a UVa website or online resource using either:
A Temporary password given to applicants for admission through the SIS (applicants for admission and newly admitted students only)
